As Azerbaijan assumes its role as the host nation of COP29, Lead Negotiator Yalchin Rafiyev has laid out the vision and strategy for this year’s conference. Rafiyev emphasised that Azerbaijan will champion an inclusive, transparent, and participant-driven approach, grounded in the goals of the Paris Agreement, with a commitment to achieving concrete results at COP29.

A Dual-Core Strategy for Climate Action: Building Trust and Ensuring Funding

Rafiyev highlighted COP29’s dual-core strategy: on the one hand, nations must strengthen their Nationally Determined Contributions (NDCs) and reinforce trust through transparent Biennial Transparency Reports (BTRs); on the other hand, COP29 will seek to advance new climate finance targets, boost private investment, and secure support from global financial institutions to meet the varied needs of participating nations. “Through these efforts, we aim to meet specific targets, aligning climate action with the scale and urgency needed,” Rafiyev noted.

As a priority of COP29, Rafiyev stressed that the new climate finance target is not merely a financial commitment but a symbol of fairness, designed to support developing nations most in need. Rafiyev also highlighted the essential role of multilateral financial institutions, emphasising their capacity to provide low-cost financing and attract private capital, while calling for reforms in the global financial system to meet the demands of climate action.

“We are committed to advancing reforms in multilateral finance institutions to establish a fairer flow of funds, helping the world combat the climate crisis,” Rafiyev stated, adding that the upcoming meetings of the G7 and G20 will be pivotal moments to bolster these commitments.

Focusing on Transparency: The Core Values of Trust and Action

Rafiyev underlined that transparency is essential to COP29’s success, seeing it as a cornerstone for building trust and ensuring real progress in climate action. To assist countries in enhancing their tracking and evaluation capacities, Azerbaijan has already launched a series of workshops, inviting experts and officials from around the world to collaborate on monitoring climate action, identifying existing gaps, and assessing financial needs.

“Through these workshops, we hope every participating country can adopt best practices, enabling the international community to gain a clearer understanding of progress towards climate commitments, while helping nations uphold their pledges,” Rafiyev stated. He believes that when countries transparently share their progress in climate action, it fosters broader cooperation, reduces international scepticism, and builds a more harmonious, trustworthy global society.

Ahead of COP29, Azerbaijan has announced plans to submit its own Biennial Transparency Report (BTR), detailing concrete measures and achievements in carbon reduction and sustainable development. This report not only scrutinises national policies but also demonstrates Azerbaijan’s commitment to the international community, encouraging other countries to join in adopting transparent reporting.

Addressing Loss and Damage: Rafiyev’s Global Commitment to Aid

In response to climate-related loss and damage, Rafiyev called for the swift establishment of a related fund, noting that while initial contributions have been made, much more support is needed, especially for regions most impacted by climate crises. COP29 will also emphasise increasing donations to the Green Climate Fund and the Adaptation Fund to ensure that developing countries receive essential resources.

In the coming months, COP29 will host multiple meetings, including a strategy meeting in July and TED, AHWP, and HLMD conferences in Azerbaijan in October, to drive forward its agenda and bolster political participation. These sessions will further consolidate support from heads of state and governments, laying a solid foundation for global political commitments. Rafiyev expressed confidence in the potential outcomes of this summit, encouraging all nations to work collaboratively:

“With the approach of November, we are poised to make COP29 a truly meaningful event, achieving global carbon reduction goals and moving together towards a greener, more sustainable future.”
